N.J.A.C. 6A:30 Evaluation of the Performance of School Districts

What is QSAC:    Quality Single Accountability Continuum

The Quality Single Accountability Continuum (QSAC) is the Department of Education's monitoring and evaluation system for public school districts.

Library Media Services added to Governance Category AND has a separate point value - 3 points.

Governance Indicator 14. The district board of education ensures that all students have access to library media services that are connected to classroom studies in each school building including access to computers; school district-approved instructional software; appropriate books, including novels, anthologies, and other reference materials; and supplemental materials that motivate students to read in and out of school and to conduct research. (N.J.A.C. 6A:13-2.1(h)

4c - Under Personnel Indicators  - page 17

Approved job descriptions are maintained for every certificated staff member. Certificated staff are [[working in roles that are appropriate for their certification]] appropriately certified for their assignment (N.J.A.C. 6A:9B.

DOE will be working on checklist items to ensure district compliance with District Performance Review. 

NJASL has submitted recommendations for compliance on #14, Governance. Waiting to see what will be included in the guidance document.

Social and Emotional Learning Competencies - Approved in August by the State Board of Education

This is a new initiative of the Department of Education that has many possible applications for SLMS.  NJASL provided written testimony on this initiative detailing the various

ways that school library media specialists work to improve school climate and address the competencies. Click on link to view the competencies.

Department of Education Annual School Planning Process and Local Stakeholder Engagement 

January 2018:  The NJDOE will be launching the New Jersey Annual School Planning Process replacing the former Title I School-wide Plan and School Improvement Plan for Focus and Priority schools.  Description of the Annual School Planning Process

Additionally, the NJDOE has created a stakeholder engagement guide for districts and schools.  This guide describes the federal and state engagement requirements for all schools and districts receiving federal funds under ESSA, and it offers strategies for consulting with diverse groups of stakeholders.

NJASL encourages its members to become part of the district and school planning committees which will create their districts and/or schools Annual School Plan. 


Every Student Succeeds Act (ESSA) NJ State Implementation Plan

During the 2016-2017, NJASL participated in the engagement sessions sponsored by the NJ Department of Education on Every Student Succeeds Act (ESSA) state implementation plan. NJASL provided input and crafted responses to the surveys to promote having certified school library media specialists. The NJ DOE sent a follow-up thank you letter to NJASL.
